Georgia: IFTA Return Filing Guidelines During Tax Suspension Period — June 1, 2022

The state of Georgia announced guidelines on filing International Fuel Tax Association (IFTA) returns during the temporary motor fuel tax suspension period, effective March 18, 2022 through August 13, 2022. IFTA requires returns to be filed for the quarters even during the tax suspension period and the reporting should include both tax-paid and tax-free purchases. The following guidelines should be followed:

  • Report all miles traveled during suspension period in total miles.
  • Exclude all miles traveled during suspension period in total taxable miles.
  • Report tax-free fuel gallons purchased in total gallons.
  • Exclude tax-free fuel gallons purchased in tax-paid gallons.

Indiana: Motor Fuel Tax Rates Announced — June 1, 2022

Beginning July 1, 2022, through June 30, 2023, the gasoline state excise tax increases to $0.33 per gallon and special fuel state excise tax increases to $0.55 per gallon.

Ohio: Average Wholesale Prices For PAT Calculation Released — June 7, 2022

Ohio released the Petroleum Activity Tax (PAT) average wholesale prices for the period from July 1, 2022 through September 30, 2022. The per gallon average wholesale prices for the third quarter are as follows:

  • Unleaded regular gasoline: $2.523
  • Diesel fuel: $2.925
  • Propane: $1.371

New Jersey: Gross Receipt Tax Rates on Petroleum Products Unchanged — June 3, 2022

Beginning July 1, 2022 through September 30, 2022, the gross receipt tax on petroleum products remains unchanged as follows:

  • gasoline and LPG - $0.319 per gallon;
  • diesel - $0.359 per gallon;
  • fuel oil - $0.124 per gallon;
  • aviation fuel - $0.04 per gallon; and
  • other - 7% of gross receipts.

Virginia: Fuel Tax Rates Announced — June 23, 2022

Beginning July 1, 2022 through June 30, 2023, fuel tax rates in Virginia are as follows:

  • Gasoline: 28 cents per gallon;
  • Diesel: 28.9 cents per gallon;
  • Blended Fuels (Gasoline): 28 cents per gallon;
  • Blended Fuels (Diesel): 28.9 cents per gallon;
  • Aviation Fuels: 5 cents per gallon;
  • Alternative Fuels: 28.0 cents per gasoline gallon equivalent.

Illinois: Legislation Enacted For Motor Fuel Taxes — June 1, 2022

Effective May 27, 2022, Illinois passed a legislation which clarifies that for tax-free sales of dyed diesel fuel for non-highway usage, the sale should be made by a licensed distributor to the end user of the fuel, who is not a licensed distributor.

Georgia: Sales Tax on Jet Fuel Suspended — June 2, 2022

Effective July 1, 2022 through September 30, 2022, the state sales and use tax on jet fuel transactions is suspended.

Connecticut: Motor Fuel Tax Suspension Period Extended — June 2, 2022

Connecticut governor announced the extension of the state's 25 cents per gallon suspension of excise tax on gasoline till November 30, 2022, which was initially set to expire on June 30, 2022.

Kentucky: Gas Tax Hike Suspended — June 6, 2022

Kentucky governor filed a regulation to freeze the state gas tax hike of 2 cents per gallon that was scheduled effective July 1, 2022. The gas tax hike was set to rise gasoline tax from 26 cents to 28 cents per gallon and diesel tax from 23 cents to 25 cents per gallon. The tax rates will now stand at their current values.

South Carolina: Motor Fuel User Fee Increased — June 8, 2022

Effective July 1, 2022, the motor fuel user fee increased by $0.02 per gallon, from $0.26 to $0.28 per gallon.

Iowa: Fuel Tax Rates Announced — June 8, 2022

Starting July 1, 2022, the Iowa Biodiesel B-11 or higher undyed fuel tax rates decreased from 30.4 cents to 30.1 cents per gallon. The other fuel tax rates remain the same.

Illinois: Prepaid Motor Fuel Tax Rates Updated — June 9, 2022

From July 1, 2022 to December 31, 2022, the prepaid sales tax rates for motor fuel in Illinois are as follows:

  • Biodiesel: $0.23 per gallon (previously, $0.18 cents), and
  • Gasoline, Gasohol and other fuels: $0.23 per gallon (previously, $0.18 cents).

Maryland: Motor Fuel Tax Rates Increased — June 10, 2022

Effective July 1, 2022, the combined Maryland motor fuel tax rates increased, other than aviation fuel which remains at $0.07 per gallon. Gasoline, gasohol, propane, LNG, CNG, ethanol, E-85, methanol and M-85 rates $0.4270 per gallon, compared to $0.361 per gallon previously. Diesel and biodiesel rates at $0.4345 per gallon compared to $0.3685 per gallon previously.

Connecticut: Diesel Fuel Tax Rate Announced — June 22, 2022

Effective July 1, 2022, the combined Maryland motor fuel tax rates increased, other than aviation fuel which remains at $0.07 per gallon. Gasoline, gasohol, propane, LNG, CNG, ethanol, E-85, methanol and M-85 rates $0.4270 per gallon, compared to $0.361 per gallon previously. Diesel and biodiesel rates at $0.4345 per gallon compared to $0.3685 per gallon previously.

Vermont: MFTIA and MFTA Rates Announced — June 23, 2022

Vermont announced the increase in motor fuel tax rate for the period beginning July 1, 2022 through September 30, 2022, as follows:

  • Motor Fuel Transportation Infrastructure Assessment (MFTIA) increased from $0.0610 to $0.0795 per gallon. Motor fuel distributors have to collect an assessment on gasoline at an amount of 2% of the state average motor fuel price upon each gallon sold by the distributor.
  • Motor Fuel Tax Assessment (MFTA) which is collected by motor fuel distributors on each gallon sold increased from $0.1340 to $0.1591 per gallon.

Iowa: Fuel Tax Deduction For Blended Fuel Sales — June 29, 2022

Starting July 1, 2022, Iowa state declared a new deduction for diesel fuel or gasoline withdrawn from a terminal by a licensee to be blended with a biofuel from the terminal when the tax rate on diesel fuel or gasoline exceeds the tax rate which would be applicable on the biofuel-blended fuel.
